Fine webbing and speckled leaves usually mean spider mites, which this plant is particularly prone to in dry indoor air. Brown, dry leaf edges point to low humidity or a spot that's too warm.
Take 4-6 inch cuttings just below a node and root them in water; several cuttings potted together in one container quickly fill it out.
Repot yearly while actively growing — English ivy roots fill a pot quickly and benefits from fresh soil and, often, a trim back at the same time.
